Nur das mit dem Alleingang von IITRI, das irritiert mich.

Nicht IITRI machte den Alleingang, sondern Melnick. Nachfolgend der englische Originaltext der relevanten Passage aus Lins Artikel:

"Melnick spent the last decade of his career at NIEHS planning the NTP/NIEHS cellphone animal-exposure project, and then sole-sourced it through a contract to IITRI in Chicago. The project currently is ongoing, and results will not be available until some years from now."
